Kay Ellen Scott Neil

NEIL, Kay Ellen Scott Jun 20, 1934 – Dec 6, 2014 Age 80 years. Kay was born to parents, Paul and Ruth Scott of Shenandoah, Iowa. She had polio in 1950, went through three rehabilitation facilities, attended the University of Omaha for two and a half years, and had her own bookkeeping business for more than twenty-five years. She was very active in social and community activities concerning the disabled and drunk driving. She married Edward Neil on May 14, 1966 in Omaha. In 2006 they took a trip in Kay’s Hummer H2 to New York City to celebrate their 40th anniversary. Ed was diagnosed with esophageal cancer in September of 2006 and passed away in January of 2007. Her mother passed away in 2001 and her father in 2003. When asked what she was proudest of, Kay would say her long marriage to Edward and her Presidential Appointment in 1979 by President Jimmy Carter. The Architectural and Transportation Barriers Compliance Board (ATBCB) was charged by Congress to develop the Architectural Barriers Act—what is now known as the ADA. She was also proud of her many years’ work on the drunk driving problem. What did she love? The list is long, as you would expect! The E4B; her Hummer H2 and H23; Iowa Hawkeye football; New York Yankees; Denver Broncos football; the College World Series baseball; her horse Jerry; Mary Kay; her home; her cats, Hawaii and Don Ho; her parents; the Statler Brothers quartet; Kenny Rogers; John Wayne; and life. And, of course, Ed. She is survived by her daughter, Lori Jankowski (Mark) of Baltimore, MD; four grandchildren—Jack, Anna, Rosa , and Ava. The family will receive friends Thursday, December 11th from 6pm to 8pm at the West Center Chapel. SERVICES Friday, December 12th at 11am at Hanscom Park United Methodist Church, 4444 Frances St. Private Interment at Rose Hill Cemetery in Shenandoah, Iowa, between her father and her husband. Memorials are suggested to Nebraska Humane Society (for cats).
